The Ministry of Economy has released its 2027 budget proposal, structured around priority programs, including state land. This sector, historically a source of tensions, is becoming a strategic lever to revive investment and modernize the Tunisian economy.
For decades, Tunisian state land has been the subject of debates around property fragmentation, excessive bureaucratic controls, and unfair competition between public and private actors. The 2019 reform had already attempted to rationalize land management, but obstacles remain. The 2027 project aims to go further by establishing a digital tracking system and de-isolating strategic areas, such as the Mediterranean coast and agricultural zones. The modernization of state land is part of a broader regional dynamic. In the Mediterranean, several countries, such as Turkey or Greece, have already implemented similar policies to stimulate investment. For Tunisia, this approach represents an opportunity to enter a virtuous cycle of economic attractiveness by combining the development of natural resources with transparency guarantees.
Analysts, however, highlight that the success of the reform will depend on the government's ability to balance public interests with profitability imperatives. The next steps include the concrete implementation of measures planned for 2027, with rigorous tracking of performance indicators. International partners, notably the European Union, could play a key role in financing and technical support. However, the success of this policy will depend on the political will to reduce inefficient practices and create a trusting environment for investors, both local and cross-border.
